There is only one problem that I see with this line of thought, it is to 
modern.  We are recreating a medieval structure here so I would propose 
that the Regional seneschal, the Landed Nobles and possible the seneschal's 
of the shires get together and work out a solution.  This would be more in 
keeping with the medieval structure of the game.
