[NR] Reasoning behind short fighting times for Med Faire

I have to agree with JP and Angus on this, 45 minute fighting windows are
very small for people traveling an hour or more. Regardless of how much time
you do or dont have to work with as the even autocrat, I too would be
inclined NOT to fight unless the fighting looked REALLY good.
