The new law applies to merchants that do not already have Oklahoma Sales 
Tax permits.  Robert is correct when he said that the law was primarily 
aimed a gatherings of transient merchants (ie flea markets, gun shows. 
etc.)  who do not have Oklahoma Sale Tax permits.  Unfortunately as is 
their want, the Legislature has used a shotgun instead of a pea 
shooter.  The law is so broadly written that it covers just about 
everything but school functions and State, county, regional fairs.
