[NR] Youth Rapier rules changes

These changes were signed at King’s Roundtable.   At the time, I wasn’t sure
if it was just who could fight who, or if the weapons styles had also
changed, until I received the following clarifications from the KYRM, Lady
Simone Valery la Rousse.

I think it will make the tournaments better, giving each combatant more
opponents.  If you have any questions please contact me!

>1. all youth 12-17 can fight each other at tournaments (please make
exceptions for individual comfort levels as needed)

>2. all youth 12-17 can use all weapons styles (each style continues to be a
separate auth, and I would suggest we continue to start with defensive
secondaries and work >up from there)
