[Northkeep] Question on Pells

For the portable pell I used while living in the apartment ( 2.5) floors up
I took a tire ( larger size tread ( thicker tire if you will)...Filled it
with concrete...well before filling with concrete I placed a 4x4 in the
center of it and poured around it.,  When done( hardened) I then did
removable arm segments and such used thick rope and sword condom around the
torso, then strips of tire...

I could tilt it on the tire and roll it ( sorts) on the tire up and down the
stairs fairly easy. It was a bit heavy..more awkward then heavy... worked
well for many years...

I want to make a pell but am unsure how to approach
this.  I have a couple of deffinate factors to be
considered.

1) I live on the third floor & practice in my
courtyard.  Hence I've got to be able to get the thing
up & down those stairs.  It's the AFTER I've practiced
that especially worries me :)

2) I've only got the most basic of tools so I need
simple.  You know hammer, itty bitty hacksaw, only one
size of phillips & flathead (and yes I know the
difference :P ), lots of duct tape, etc.

Any suggestions would be appreciated.
