What Lynn describes is a valid modern technique (Talana could tell you more 
but we're shipping her off to Hell, er Houston, for the next few days...).

A period technique is to make the garment as two layers (ie. a seam will go 
through 4 layers of fabric, not 2).  Then you roll or fold the seam 
allowance and stitch it down - prefereabl without any puckering on the 
outside :)
