[Northkeep] Populace

Hello,
I am interested in the SCA and was told once that I should attend a Populace 
meeting.  Please tell me when and where the meeting is held.  I have no 
"garb" yet.  Is it okay to come in street clothes?  How long does the 
meeting last?  Is there anything else I should know beforehand?
