One other thought is that there are several ethnic groups in tulsa that have 
cultural festivals (Greek, German, Reggae) perhaps opening communications with 
those festivals might create some opportunities where the VFW hall would be used 
as an alternate or additional site? Isn't their a Native American center in that 
same location perhaps they might consider the hall for some cultural events. 
Such festivals might lead to more hall rentals.
