While the analogy is not perfect, think of it like cities and states. A
citizen of a city is also a citizen of the state in which the city is
located. For elections for state office the person in question has passed
the residency requirements by virtue of citizenship in the city.

The answer to your question is yes, membership in either of Northkeep's
cantons confers membership in Northkeep, thus you may apply for Northkeep
offices. I don't think your question is at all weird.
