yes, all you have to do is contact the texas wildlife bureau and they'll send you all the information you'll need.  Be warned it's a very long process to get your license

I don't know anyone in Ansteorra that you can talk to, but I will tell you
this; falcons, hawks and eagles are all protected species. You will need a
special license to own one and will have to undergo rigourous background
checks and training. You will likely have to find a school that will take
you as an apprentice, and as such you will be limited to the types of
birds you'll be able to handle at first.

I have studied a bit about falconry and while it is a noble art, it is an
incredibly time intensive hobby. You will need to build a mews. You can't
keep a hawk indoors. You will need to work with your bird EVERY day for
long periods of time. Primarily you will be concerned with the bird
getting used to you and its new surroundings. This is of course much
easier with young bird taken from the nest, and gets much more difficult
the older the bird is.

WARNING! This is not at all like owning a pet like a dog or cat. If you
are not able to spend several hours a day EVERY day with the bird then do
not even think about getting one. Birds of prey require special care and
feeding. You can't just buy Purina Hawk Food at the local Petsmart and put
it in a bowl for them. I would highly recommend you do a web search of
various falconry schools and read up on the art before jumping in. I don't
tell you this to discourage you, but rather to inform you of what you're
getting into with falconry. You may also be prevented from owning a bird
based on where you live. Some areas may not allow the keeping of birds of
prey. You'll have to check that out too. I would start by going to your
home state's web page and see if you can find something there that
mentions it. Chekc with the local nature conservatory groups in your area.
Go to your local Renn Faire and ask the falconers there if you have them
(the Maryland Falconers used to come to thte MD Renn Faire).
