I have also prepared food in a USDA inspected kitchen under the supervision of
its cooks (ours is for senior and meals on wheels operations). You should find
that food prepared in such a kitchen may be directly donated to that
organization or others. I seem to recall that USDA inspected food operations
get special rules.
