In a seige situation, one group of people surround another group of
people, cutting off all outside aide, until hopefully the surrounded
group gives up/in.  That is an oversimplified version of a seige.  As a
cook, imagine coming up with new and interesting menu items without being
able to restock the larder.  As cook for these people, you go into the
kitchen, and make something with what already exists in the kitchen.

What the A&S Collegium will do is have many cooks with conscripts (read
eager kitchen students).  The cooks will have been given the list of
ingredients they have to work with, and will have assembled their
recipes.  The lucky students will get there and see what they might come
up with, have the cook for their group release their recipes, and have
some hands on experience thinking by the seat of their pants.
