You could argue in favor of both. The first thing that comes to mind is
that while it can be a pain to constantly rehash some of these topics, I
wouldn't want to discourage anyone who might actually have some new
evidence to add to the soup pot, from telling us about it. In general
I'm against anything that would intimidate a new person into thinking
we're opposed to free discourse. Ys, I know that's not what it is, but
some might see it that way regardless.

On the other hand, there would be no harm in referring new people
directly to the various archives available (Hi, Stefan! ;  )   ).
