I'd agree that this is a cookie recipe.  Probably a fairly hard, dry
cookie, like a sugar cookie or sandy.  My guess would be that the raisins,
if added during mixing, will soak up some of the liquid.  The orange peel
is probably either zested or peeled very thin and chopped.
