Have you tried your local Historical Society as a resource?  Depending
on how big and well-funded they are, they may publish books on local
history and so be familiar with all sorts of copyright issues; help you
obtain archival materials at very reasonable price; or at least be able
to point you to a larger regional resource for either of the above. 
Since they generally don't write the books they publish, they don't
have the level of proprietary interest an academic institution would
have, and they are used to dealing with amateur authors who need to be
lead through all the steps.  Of course, I'm basing all this on
knowledge of my own local Historical Society.  Small towns with a
closet office and a volunteer who answers the telephone every other
Thursday from 2:00-4:00 would still probably be able to point you to
someone who could answer questions.  If not, respond privately and I'll
see what info I can get for you.  Even if you have no interest in
publishing, you may want to know what your copyrights are -- a thing
does not need to be published to be covered by copyright any more.
