Concatenated from a couple different pages:
The Delaney Amendment to the Federal Food, Drug, and Cosmetic Act 
prohibits any residues of food additives that induce cancer in man or 
animals. It requires the same standard for pesticides if they 
concentrate in processed food above the levels found on raw 
commodities. EPA policy has been to regulate food use pesticides 
based on a "negligible risk" standard rather than the zero risk 
standard of the Delaney Amendment.

However, there appear to be several problems in trying to enforce the 
Delaney Clause...
