I have not heard of that being a kingdom tradition anywhere, but often 
what is a tradition and what is not and how far this tradition is
accepted are open to wide interpretation.

As well as the comments that have been given on this list recently, you
might find those in this file in the SCA EVENT PLANNING section of

Personally 20 freebies seems to be a high load for only 65 meal payers
to carry. Are all these 20 servers? That too, seems awlfully high. If
it is one server per table, I would expect about 9 servers. Even if
the King and Queen are two of the freebies, I think that still leaves
a bunch of non-payers which I don't think you can afford for that
small of a feast.
