It could be but I suspect not. Saffron crocus culture was an agricultural 
business in both England, and Spain throughout the middle ages. While not 
much grown in England today, it is still a thriving industry in Spain. There 
is a school of thought that saffron may have been the 'safflower' but this is 
based on conjecture and very little real evidence.  Substituting safflower 
for saffron in period recipe almost always results in an inferior tasting 
product.
