Sorta the same here in Great Falls, Mont., pop. 57,000 est.  The city has
more restrictive laws than the county (nothing over 15 ft. high, no M80's --
a very large firecracker--, how loud it is, etc.), BUT the city has pockets
of county land surrounded by city and, as Maire noted, you can cross the
street to buy county-legal fireworks.  Supposedly, if you have illegal
fireworks in the city the police can confiscate them, but I've never seen it
happen.
