Guage is a measure of a proporion of a whole something.  20 gauge sheet metal or wire is 1/20th part of an inch.  A 20 gauge shotgun is the diamter of a ball of lead that is 1/20th of one pound (US).

Ergo 4 gauge is one fourth of an inch.
