[Sca-cooks] Summer starts WHEN?

Always has been that way as far as weathermen are concerned. December 1
starts winter, March 1 Spring, June 1 summer, and September 1 Autumn. If you
have ever lived in the Northern part of the Country you would understand the
reasoning. In Iowa I am told Winter can actually start October 1st never
mind if it is fall on the Calendar, this last Snow season started Dec 7th
and didn't end until after April 1st.  The solstices and Equinoxes are
really useful to Astronomers and Farmers, but the weather starts changing
toward the actual season about 3 weeks before the actual date.
