What may work is take a 2 lb or more coffee can and a bottle opener, the
kind that has the pointed end.  Leave the bottom on the can and punch
triangular holes around the sides leaving space in between the holes.
Repeat around the sides at the top.  Then put the charcoal in the bottom of
the can and light them.  If you are careful not to block the air holes at
the bottom, you just created a nice chimney.  You can get charcoal nice and
hot.  Just make sure that you put the can on concrete or other fireproof
surface.  The can will get very hot.  Girl Scouts use that a lot to get
charcoal going without a fire when camping.
