Sorry this is a bit late on the thread, but I'm a bit behind on my reading.

This is one of my mother's pet peeves so I have heard a lot about it. From
what I understand Nicotine in no longer sold as a pesticide, but maybe that
is a regional thing.
The pet peeve is thus: for many years nicotine and other such "natural"
products were/have been used as pesticides on organically grown produce.
There is a mistaken belief by many people that "natural" is synonymous with
good for you (or at least not bad for you). Finally, someone figured it out
and they can no longer use the highly toxic nicotine as a pesticide on
organic produce. However, my mother (extension agent) says that there are
other such "natural" pesticides that are still being used by organic produce
farmers and not listed because they are natural and organic.
Gee, dirt is natural and organic and I don't want to eat that either....

Subject: [Sca-cooks] Nicotine in the Garden

The Cooperative Extension at the UofN in Lincoln has
this to say about nicotine use in home gardens:

"Nicotine Sulfate: This "natural" insecticide is
derived from the tobacco plant and is highly toxic to
humans and other warm-blooded animals. It is not
recommended for home use.
