The reference is to the class of beers, not the
aromatic Angostura product.

There is a great deal of truth to that rumor.
Additionally, and one I have used on numerous
occasions, myself: A sugar cube (or teaspoon of
sugar) with a dash of Angostura bitters will cure the
hiccups almost immediately. A variation on this one,
which I used extensively and to great effect while
managing Bars: A wedge of lime soaked in bitters will
cure the hiccups immediately.
