Since Lapland is a region divided between Norway, Sweden, Finland and Russia
and has never been a nation, such a determination is hard to make.  Formal
govermental authority over the region is a fairly modern occurence.
Technically, the majority of Laplanders are citizens of Norway, but are not
Norse Scandinavians, being members of a tribal people who refer to
themselves as the Sami.

The Sami are more closely related to the Finns in language and culture than
they are to Norwegians, Danes, Swedes or Russians.
