Hmmm.  Not if you count Drachenwald's claim to include Russia (one small,
struggling group) and all of Africa (since there's a flourishing Shire in
South Africa) as well as Europe.  There you go, Count Gunthar: Drachenwald
is _obviously_ your best bet - all the history, castles, etc in Europe,
plus the beaches, good weather and wildlife of South Africa!  No contest!
:>  And we could certainly do with a knight and another cook in this Shire
