Depending upon the state and if the state has a system of
intercooperation for interlibrary loan, you may be able
to directly borrow materials from public university
libraries in your state as a citizen of the state.
Others allow alumni borrowing. You can query the libraries
directly through their websites regarding their procedures.
If it's a matter of non-circulating serial reports,
then one can search the online catalogues, identify
the best collections that own them and then
make a trip to photocopy them on the premises.
If you are unable to travel, it is quite possible that someone in
the Society might be contacted within that library's home community
and they could then photocopy at least limited amounts of material.
I used to combine SCA travel with library visits quite frequently. Also
speak to the nearest University Library, regarding access to the
various new databases that contain full-text articles. Many journals
are now available through these projects. Talking to an academic or
research librarian may give you a better idea as to how to proceed.
Hope this helps.

Then I take the information they give me and either e-mail the library holding it directly, or go back to my local library branch and give them the info to do the ILL request. I do have to pay for the service - but, its usually a very reasonable fee.
