        I am looking specifically for reports written in English, as I
normally can't get inter-library loan of non-English languages.  The

I've been having luck using the local state university library to locate the non-english reports and books.  Then I take the information they give me and either e-mail the library holding it directly, or go back to my local library branch and give them the info to do the ILL request.  I do have to pay for the service - but, its usually a very reasonable fee.
