I'm not sure the head server person is thinking "efficiency"
so much as "style and elan"; if he's thinking vaguely period,
then of _course_ you'll want to overstaff Head Table, 'cause,
since it's head table, that's where the important people sit,
and you provide them with more servers.

At least that's what I hope he's thinking, with those numbers.
