It's offered by PROQUEST which was University Microfilms.
Are you a student because if you are, you can probably get
 access through your university or college? It can cost
$31,000 a year to subscribe to it, so it's not cheap.

describe it and the project to transcribe various works.

Ask the university or college libraries that you are associated
with whether or not they have PROQUEST or if they have
the microfilms series for the
Early English Books, the ongoing microfilm
edition of the printed works listed in Short-Title Catalogue I
(Pollard & Redgrave) and Short-Title Catalogue II (Wing).
If they have the microform series, then they
should be able to provide you with the appropriate reel and
you can print the pages off yourself. This won't be
inexpensive, as the new scanning machines can cost 50-75 cents
an image. So your 200 page book is gonna cost big bucks,
but you'll have a copy for home use then.

Take the RLIN entry that I provided earlier to the library
with you and show it to the reference librarian. They
should be able to track it for you given that information.
Likewise your public library should be able to track down
where to go. UMICH at Ann Arbor and MSU have the microfilms,
but you are not likely to get EEBO access with having paid tuition
somewhere.
