[Sca-cooks] Picking on Canadians?? TOTALLY OT OOP

Sorry but I had to bring this question here cuz there are folks from Canada
on this list, as well as a whole crew of smart people.

Anyway, I was faced with one of those popups on the computer about some quiz
something and for no particular reason decided to look at the rules (morbid
curiosity, I never take those things).  Anyway following is a cut and paste
directly from their rules and I cann't understand why they single out
Canadians to have to do something different.  Anyone know??
