Most US breweries produce beer with 3.2% alcohol and beer with 6%+ alcohol.
Most states let the 3.2 stuff be sold at convenience stores while the higher
alcohol content brew can only be sold at package stores (a few civilized
states let you by your alcohol at the grocery).
