Potatoes appear to have been planted in Ireland in 1606 (no, not Raleigh).
It was suggested that they be grown to feed the poor in the mid-17th
Century, but it wasn't until the late-18th Century that cultivation moved to
large scale, so as a street food, I'd say you have a good supposition.
