All in all, it's not too bad.  If it goes to the local level, it probably
needs to be more flexible on the dollar caps, since those would rule out
some very specialized feasts.  The policy on pre-paid reservations makes a
loss less likely and allows for tighter budgeting.

The fifteen day limit on releasing funds isn't good if you're are bargain
shopping, but I can see the point.

I use a similar process when I plan and bid a feast.
