After the end of August this year, your friend should contact Cindy Cooper,
who is in charge of merchants at Pennsic.  She can give you all the details
involved in doing business in PA.  Any of the Pennsic websites should have
her contact info.  I would say that once on top of the business aspects of
it, perhaps a market survey (via the on-site paper) might be good - set up
an email address perhaps to ask a poll including your questions above, along
with 'what would you be willing to pay?'.  Or, do a man-on-the-street
informal survey one day standing in the Food Court.  Either way, asking the
patrons there will get you a better idea of how marketable the idea is than
asking a bunch of SCA cooks if they'd like to see period food sold at
Pennsic :)
