[Sca-cooks] regulations on sales of spices?

I know that whole peppercorns are likely to have more flavor than the
ground ones and thus it is often better to buy the whole ones, as with
almost any spice, but why do you consider that buying this particular
spice ground is "mostly pointless"? Can you not just use a bit more
spice to make up for the essential oils that have been lost? Or are you
saying that you might as well use regular, whole pepper than this
ground spice as the subtle differenaces between the two are lost in the
grinding?
