That is primarily because the (white) potato cultures are at altitudes and
in climates unsuitable for growing grain.  The potato was the replacement
for maize.

There is also a differentiation between the mainland cultures and the island
cultures in the Caribbean, where cassava and sweet potatoes were major
crops.
