strange chains of events can cause payment to get delayed, but it seems 
that in nearly all cases good communication among those involved early 
in the process avoids the last-minute sturm und drang.  A simple "I need 
a check for [$x] by [mm/dd/yy] to make this happen" very early in the 
event planning (and reiterated as needed) has worked for me.  I always 
assume that if I need something that's out of my control that it's my 
responsibility to make sure everyone involved is aware of my 
requirements, their practical deadlines, and is reminded as often as 
necessary until it happens. 

Then again, maybe I've just been spoiled with good autocrats and exchequers.
