Unfortunately Philip, in this case the pages are NOT textual. they are entirely pictures scanned in from an earlier PRINT publication. (and a little out of focus, too!)
So your only choice to copy anything is to copy graphics, since the documents are purely graphical.
Clicking on the Graphics select tool, the mouse pointer becomes a sort of crosshairs.
you click in the upper left corner of the region you want to copy, and drage to the lower right corner of the region you want to copy. this will leave a dotted line rectangle on the screen outlineing the box you can now copy. Right click in the box and solect "copy", or use the Edit/copy command, and then open a new document in a drawing program, such as paint, and pate the image there. trim the image to the size you want, and save it.

If there was text available for copying, you click on the text tool, and the mouse pointer becomes an "I-bar" and then you can click and drag over the text, copy and paste it into a text editor.

The Purpose of the First Amendment is not to protect only
comfortable speech. Such speech needs no protection. It is,
rather, the daring, the profound, the probitive, and yes, the
offensive, that needs that shield. For nothing significant,
not in art, culture, or even in politics, has ever arisen
from pandering to the whims of majority.
