[Sca-cooks] Laurel Vs. Pelican

Ok, now I have heard rumors about a secret list kept of people who may
make good Laurels and Pelicans. Can anyone nominate someone to be a
Pelican or Laurel? Or for someone to be put on the watch list?

Anyone can write a letter of recommendation to the Crown or the secretaries
of the various orders (not just the Peerages, but the Kingdom polling orders
as well) in addition to being able to write a letter for any award the SCA
gives, really (not counting things like Duke and Count).  It is always a
good sign to a peer when their associate starts getting letters from the
populace stating that the individual is already behaving like a peer among
those that interact with them.
As far as secret lists go, there are watch lists that are generated within
each Kingdom's Circles, but they vary with inter-kingdom anthropology as to
how they are compiled and monitored.
If you write a letter for someone who is already on the watch list, great.
If you write a letter for someone who is not, it may just be the nudge
needed to make the circle start paying closer attention to the work of that
individual.  Then again, you may think someone is just great, but for many
reasons the peers of the circle in question may not - see the recent
discussion about why some merchants are worthy while others may not be -
it's all a matter of degrees.
