Well, they're not entirely secret, as they are shared with the other Laurels 
or Pelicans in the kingdom to get their opinions - that's what is meant by a 
"polling order".  The royalty don't have to listen to the opinions, but they do 
have to get them...  They are not shared with the general public.
Anyone can nominate anyone else for any award.  It's simply a matter of 
writing to the Royalty and detailing who the person is and why you think they 
deserve the award.  That will bring them to the attention of the people in the 
polling orders.
