[Sca-cooks] Food liscense for Taverns?

The Namron tavern at AAA had to have a permit, but that was on a city owned
site.  On a private site, you might not need one.  If you plan to do this at
Canton, you'll need a city permit.  I can check with Owen Stott and see what
hoops he had to jump through, if you would like.
