[Sca-cooks] Fair feast budget

Wow That seems a bit harsh.  I asked the autocrat and she asked the 
exchequer and we arranged for a loan back during the summer for a feast 
in November.  (My reasoning was they knew the pizazz I approach things 
with and knew that I would be doing quite a bit of prepwork ahead of time.
