The limit is imposed by the U.S. Code and enforced by the U.S. Customs 
service.  Thirty years ago (IIRC), the limit was one quart (I believe it may 
have been every 90 days, but I wasn't making the run regularly).  After you 
passed through customs, then the state laws applied.
