Yeah, what the local RenFaire folk call a "ruff machine."  A board with 
pegs in two rows, around which one loops lace or fabric to make ruffs 
for the neck or sleeve cuffs.  Well, that might get a little sticky but 
it could work.

It's do-able by hand, as Huette says, but it takes a steady hand and a
