Even so, businesses would probably be receiving junk mail.  More likely, no
one has done a correlation between the PO database and the municipal
databases.

A ballot issue doesn't say whether a proper study was done.  I've seen a few
ballot issues that should have been left in the dustbin.

What is more telling is the high percentage of Orientals in the area.
Obviously the issue could not have passed without their support.  From other
things you said and the way the vote turned out, I would say there are
issues between the older Oriental communities and the new immigrants.  I'd
almost bet that all those Oriental politicians are second generation or
later.
