Your plant sounds very healthy, you probably didn't need to add any dirt.
The blossoms are a good thing, don't expect them every year. Rosemary likes
crappy soil and wet then dry conditions, so give it a sunny spot and leave
it alone for a week or two before you do anything else to it.

I think I mentioned last week that someone had given me a cutting to see if
it would root.  Well, it has not rooted, but today I went to the shop of the
woman who has the rosemary because she sold some of my soap that was there
on consignment, and she most generously gave me one of her plants!  It is
now in my kitchen.  It was low on soil, so I topped off the pot and have
watered it.  I am wondering about one thing, it has bloomed here and there.
Is this normal?  Should I cut it back?  The blossoms are about 1/4 of the
way from the top of the branches, but they are scattered pretty profusely on
all the branches of rosemary.  Should I have depotted the entire plant and
done a good mixing of the oil soil and put some of the fresh soil down near
the bottom roots?  I can do that outside tomorrow if it stops raining.
Indoors it would be a very big mess!
