Make a gallon of the soup with a pound of beef in it, and see how it works
out for you.   I think it sounds a bit light personally, but that would depend
on the what else is in the soup.  It would also depend on how you are 
going to serve it, whether the soup is thick or thin, etc.  Is the station
going to be manned, etc.

How about posting your recipe so we could get a better idea?

Are you going to be providing bowls and silverware for the incoming 
people.  Most people arriving at an event do not have their eating 
gear handy.
