[Sca-cooks] Proclaimation vs. regulation?

A regulation is an edict having the force of law. A proclamation is a
public announcement. Thus a regulation may be a proclamation, but not all
proclamations are regulations. Laws tend to be established by rulers or
ruling/legislative bodies. Regulations usually are prepared by lesser
authorities (states, counties, municipalities, government agencies, etc.) to
provide direction for day to day enforcement of the law.
