As regards NLM, they are not a lending library like your
local library. They will lend to a small number of medical libraries.
They do operate Loansome Doc Article Ordering Service

It's a document delivery service not a way to spend Saturday nights.
They are also a pain to get to these days as they lie
beyond the security fences and guardboxes on the NIH campus.
